Specs: Windows 7
Cleaning program found FXSAPIDebugLogFile.txt 0b (zero bits) (empty) but open since 2010, how to close it.

Don't worry about it. It's a log file and is using negligible disk space. You could probably delete it in safe mode, but it would only be recreated when you restarted the computer.

If you don't understand what a file is, then don't delete it. It might be unimportant, like this one, or it might be essential to the operation of your system.
