Try Lazesoft.

How to use a Lazesoft Windows Recovery CD or USB device to fix the boot problems if your Windows operating system does not start correctly.
"It is very common for PC users to be faced with a Windows crash. When this happens, the dreaded 'Blue Screen of Death' pops up, or your PC has a black screen and can not boot or start up"

They likely wiped the hard-drives of all machines before sale. It's a common practice. Recovering anything may depend on how thoroughly they did the wipe (assuming they did)....

You'll need to install your own operating system if this is the case and you can't recover the data...

If Lazesoft can't fire up the operating system, like T-R-A, I suspect it has been removed.
Many, many tools are in Lazesoft to confirm that, including a File Manager.

When installing a new operating system, Delete all the partitions during the install, keep hitting Delete until Delete & Format are greyed out & you are left with Unallocated.
No other drives should be connected during the install.

I was at a computer recycling place when a woman came in to
donate her old computer. She was asked if she could wait the
two hours or so that it would take to wipe her hard drive, and
when she said she couldn't, Art (the guy in charge) punched a
big cold chisel through the drive with a sledgehammer.

I trust that Art (the guy in charge) removed the drive from the computer first, before applying the sledge hammer effect...

"as i turn them on i get Missing Operating System"

Either the HDD was wiped or it was removed. You can check the BIOS to see if a HDD is listed, or open the case to see if there's still a HDD installed. If the HDD is still there, you will have to install an Operating System, either Windows or Linux. If you're going to go online with these PCs, I don't recommend anything older than Win7 & even that is risky. If you'll post the system specs, especially the RAM amount, we can recommend which OS should perform best.
