Whenever i start my pc ,it goes into a boot loop?

Specs: Windows 7
Whenever i start my pc ,it goes into a boot loop?There is just a sound of start and then everything goes off the fan and then it automatically reboots.After about 1 to 2 hours of this it starts normally showing no error ?is this some hardware problem?

Specs on computer.
List of any recent issues or problems that may have come up, even minor ones.
A little history like has the computer been used recently or been in storage? Is it recently acquired or have you had it a long time? Anything else you can think of that might even remotely help us help you.

did you overclock your cpu?
in which case, what model, what base clock, what core multiplier, what vcore?
also post memory speed+voltage+timings
