Not likely that you'll be able to control fan speed on a Dell. Can try though, download SpeedFan and check, http://www.almico.com/sfdownload.php

the system isn't hot because the cooling system is working correct, no need to control it.

Kuwese is right. The fan goes faster (cools more) as it needs to, so unless its making some strange loud noise or something, no need to worry.

they make loud noise when i play high quality games , thats realy realy annoying

i realy cant focus on the game bcz the noise and how fast its gose , omg thats realy crazy guys ,

i wanna do something about it , even tho the laptop not even near to hot its like 20c always!

i think there is no problems with the fans but i think the system make the fans work as hard as they can when i enter a full screen game , so can i change that ?

u didn't list the laptop name. U are running 3d game (high quality games) and u xpect fans to run low speed?
If u are a gamer u won't quit. Use headphones.

"the laptop not even near to hot its like 20c always!"

20 C = 68F = room temperature. I guarantee you that your CPU is NOT running at room temp. The fans are running fast because the CPU is running hot. If you haven't already done so, check the cooling vents on the underside of the laptop to make sure they're not clogged with dust or lint, then give a good blast of compressed air to blow out any dust that make have built up on the heatsink & fan. When you use the laptop, do NOT rest it on your lap, or on a carpet, or on a couch. Only use it on a hard surface such as a table or desk & prop up the back a little bit to allow fresh air to get into the air intakes which are underneath.

The OP just bought the laptop today so there is no need to blow compressed air into a new laptop...If you are gaming then you have a real video card in the laptop and video cards run hot, much hotter than the cpu normally. Sounds like your laptop is running fine.

Missed that completely. Response was corrected. Thanks.

actually u cannot do anything if u game even on desktops the fans speed go louder when u game its because the fans are programmed to increase their speed when the hardware they are running on produces more heat which triggers the fan speed
to rise.
the labtops fans are louder because like mickliq said dont put the labtop on a couch or a cloth surface place it somewhenre rigid where air can flow.
another thing, the fans noise on the labtop is louder than that on a desktop since the labtop has a very thin case compared to the desktops so its normal and dont give up if ur a gamer
