Very High CPU temperature 58-66C

Specs: Windows XP, Intel Core 2 Duo/ 2gb
I have Intel core 2 duo..Intel Heat sink.....My PC was unused for about a month as my monitor went off. Now I bought a new Monitor but pc was shutting down after 5 min or after applying and load. So I contacted a Local pc mechanic and he said that may be Power supply should be changed. But after coming home I found that I cpu heat sink was loose. I properly connected it. Still temp is 58-66 degrees and CPU fan speed around 2900- 3013..Please help

The heatsink needs to be removed, the old thermal material has to be thoroughly cleaned from the bottom of the heatsink & top of CPU, then a fresh line of thermal paste needs to be applied. Here are the instructions: http://www.arcticsilver.com/pdf/app...

yup i did it and now temp is 43-50c and fan speed is 2000-2500rpm is this fine??

2000 rpm cpu fan? the fan dropped down since temps are down but the fan speed is a little bit high my core2duo runs at a max of 1010rpm under load are u sure u did the steps correctly?
