SUdden High CPU & GpU usage

Specs: Windows 10
Hi. I have an i5 6600k @3.5ghz with 16 gb of ram @2133mhz for gpu i am using a gigabyte g1 gaming gtx 1070 8G edition with asus B150 pro gaming motherboard i have a good powersupply FSP hydro ge 650w 80+gold certified ... But for some reason i am getting an unusual problem i start my pc and at start there is a cracking sound in my headphones and my pc lags and mouse cursor stops then again it runs fine whenever i open any game the cpu usage goes high and it makes a crappy sound and again everything hangs for a moment and sometiome the screen also go black and then again it run fine it happens to me most of the time i have thoroughly cleaned my pc i have apllied new thermal paste and done everything to solve the problem i have done memory tests everything but stil the problem is still there.More over sometiomes listening to a song the computer lags and the sound again is laggy like its stopping .. i have uninstalled the graphic drivers and reinstalled the drivers .. all the drivers are up to date and i have even changed my operating system 3 or 4 times to check if there is the same problem but unfotunately i didn't got any permanent solution for this .. any solutions guyz ??

Yes i got same problem.. and sometime o even got the blue screen of death regarding the display driver. I resolved it and then it worked fine for like 2 weeks and now i have the same problem.

I normally at this point would ask what programs you ran to clean out your computer but since changing your operating system did not help (a little drastic), it should have resolved anything software related......
But Wait!!
When you reinstalled your operating system did you delete all partitions and create new one(s)? If not then you may have left behind a root kit that would remain despite your efforts.
Scan with Malwarebytes with Root Kit Scanning Enabled and see what it comes up with.

Wait until JohnW pops by to advise you further to help eliminate other possibilities before assuming it is a hardware related problem and begin spending money purchasing parts.
If it was only erratic behavior I would look to the power supply as going bad which can happen even with a good quality one though rarer. with the CPU usage flying all over the place, it still sounds software related.

You have to be a little bit crazy to keep you from going insane.

Yes i have sone each and everything i hade deleted the partitions and created new ones but thia also didnt helped. Last time 2 montha before thia problem was there and aomehow i dont know how i did but the computer was running fine without any hickups and now again the same problem

Yes. I had build thia pc january 2017 no problema at all then because my old psu was not good the pau was not working any more and then my pc was just sitting there for around 4 months and then i bought this psu and it was running fine uptil now.

What i can guess is that
1: this problrm might be related to power. But i have a 1000w stabilizer and a pretty good psu.
2: it might be a driver issue cuz last time i did aomething woth the graphic driver and it ran fine afterwards. Now u help me out what ahould do next.

I just boot up the pc today and it is again running totally fine without any problems.what is this? The games are running fine everything is fine . Lets wait for the problem to come again. For now thank u all for all the support you gave me im very greatful. THANKS.
