Press power button and the fan keeps...

Specs: Windows XP
I unplugged the tower one night when he had a bad storm and when I plugged it back in it won't boot.

When I press the power button, the fan kicks on and that is all you hear. The fan and nothing boots.

The tower is at a friends house at the moment, we took it apart and cleaned it thinking maybe when it was unplugged dust setteled and thats why the fan kept running and it never "kicked over" to boot windows XP. However this did not work. I do not know anything specific about it other than its an Emachine. It is fried or is this a common thing that can be fixed? Any help would be great!

Did you pull the plug while the system was running or did you shut it down properly, then unplug it?

There was no reason to pull the system apart. Hopefully you know what you're doing & reassembled it correctly.

eMachines are notorious for using cheap Bestec power supplies that have a high rate of failure. Just because a fan spins doesn't mean the PSU is good. If you're sure you put everything back together the right way, the PSU would be the place to start. Do you have one you can try? You don't have to put it in the case, just lay the case on it's side, unplug the cables from the old PSU & position the test PSU where it's cables will reach the necessary connections.
