power supply led blinking no power to my pc

Specs: Windows XP
I noticed that my computer would not start after a power outage one day. There is no sound of anything turning on except for a ticking noise comming from my power supply, the ps also has an led that is blinking on and off. I have disconected everything from my ps and have found that the led becomes a steady solid light. It only starts blinking when I connect the motherboard. I believe I have a bad motherboard, can someone tell me if that sounds right, please.

I have the exact same symptoms as alwaysfaded. I get 1.6-2.0Vdc on pin 9 (+5VSB), 1.4-1.8Vdc on Pin 16 (PS-On) and all other outputs = 0 (when fully connected to system). When fully disconnected from system (except AC in), I get 5Vdc at pin 9 and 4.12Vdc at pin 16.
And isn't this the Hardware Section?
