why my pentium 4 dual processor(3.2 GHz)CPU startup after few seconds delay.Before this problem my system was starting up without any delay since 43 years.

Your P4 Processor cannot be 43 Years old. The Hard drive would have been about 2 feet in diameter and weighed nearly 10 pounds. The punch card reader would have been about the size of a small dresser, the printer would have been larger than that, and a tape drive would have been about 6 feet tall.

Seriously, how long of a delay are you talking about?
Have you checked for programs that start up with Windows? New programs that start with Windows are the most common in delayed starting. Shut down most of these (msconfig, start tab, then restart) that are not MS processes or your antivirus program), you do not need them until you need them.
Have you changed (or updated) your antivirus program lately? These rightly start with Windows but some (McAfee and Norton) are massively bloated systems and will take time to load. Try Avast Free or MS Security Essentials.

You have to be a little bit crazy to keep you from going insane.
