My computer fails when the CPU fan is tightened down. Help?

Specs: Windows Vista, AMD Athlon 64 X2/2GB
When I start the computer without the fan snug, it boots up fine. When I use the clamp to tighten it to the cpu, the graphics go a little crazy, it doesn't start at all, or it beeps forever. This is a HP Pavilion, cpu p/n 5188-7687. Do I need a new mother board? What else is good to change out at the same time? Ram? Video card?

How about some background? Why was the CPU or heatsink/fan removed in the 1st place? Is the HSF an aftermarket model, stock AMD, or HP? Did you remove all the old thermal material from the CPU & heatsink & apply a fresh dab of paste? What type of paste are you using? Are you sure you used the proper amount, just a tiny dab about the size of a grain of rice in the very center of the CPU like in this pic?
