Is Mailing a CPU in cotton balls a bad idea? Would a soft Styrofoam be a better idea? I'm mainly worried about static electricity. Thanks for your help!

Sorry, had to be sure, a lot of people refer to their computer/tower as a CPU. The important thing is to protect the pins from damage. See the following but you might want to use foam rather than cardboard:

You need to put it on MOS foam, if you really want to mail a processor (CPU).

Yes it's a CPU, not a complete computer.
