intel celeron 2.4ghz pc won't start

Specs: N/A
I have intel celeron 1.7ghz before and i take it out and put 2.4 ghz. Then my pc won't start. I tink it is problem in cooler.

Are you sure the motherboard supports a 2.4GHz CPU? You can't just fit any CPU & expect it to work.

Post system make and model number and/or motherboard make/model number. Just being the same name on the CPU and the apparent socket, does not make it a supported model for your board.
Even if the CPU is supported, it may not be supported in your version without a BIOS update.
If it is a listed CPU then you just may need to properly remove the old thermal compound and re-apply new thermal compound correctly:

Why do u think the cooler is a problem?

I think u have old socket 478 board that don't support 533 fsb CPU's.
