Solved Intel 8th gen 1.6ghz but 7th gen 2.5ghz?

Specs: Windows 10, I7
I noticed that my older ASUS laptops that are 7th gen Intel are at 2.5ghz while my new 8th gen laptop is at 1.6ghz. Is the 8th gen still faster than the 7th gen? I am guessing it does a better job at boosting its power when needed which outperforms the 7th gen?

that is the base clock, not the max turbo clock,

besides 8th gen got 6 cores (12 logical) instead of 4 cores (8 logical), makes sense to lower the base frequency in order to stay within the 25watt (??? ) range.

8th gen is probablky about 60% faster

it 8th gen is actually 70% faster in multicore, 20% in single core and seems to boost 0.5GHz higher on average:
