I have a Toshiba Laptop Satellite L50-B. It has 8 G of Ram and an Intel Video graphics card. I would like to know if there is any way to change my Dedicated Video memory for this laptop, and if so, how I would be able to do this.

You cannot change the amount of dedicated video memory, you can only change the amount of shared memory assigned to the graphics adapter.

You do that in the BIOS settings (BIOS Setup).

According to the following site, the Satellite L50-B has both the Core i7's integrated graphics plus AMD Radeon R7 M260 graphics. The Intel graphics memory is 100% shared, but the Radeon graphics has 2GB dedicated.

"Depending on the load, the system switches between both graphics chip for energy efficiency reasons"
