fan won't start

Specs: Windows XP
I am trying to rebuild a dell dimension 2400 for my niece and I have run into a problem. The computer turns on fine os boots and everything, but the cpu fan never comes on. The computer starts to get real slow.
I removed the fan and connected it to a 9v battery and it spun. What could it be?

It's possible that cpu fan control is enabled, but the cpu fan should come on at some point, even if it doesn't when you first boot up. Was the power plug for the cpu fan connected to the motherboard ? Check the cpu temperatures in the BIOS to see if it's overheating, which might cause the computer to slow down.

The power supply is connected. I've looked in the bios but dont have the option to check temp. I know it's over heating because it is hot to the touch but still the fan wont come on. Could it be the fan header/connecter on the motherboard?
