Cpu Usuage 100% always,

Specs: Microsoft Windows XP Professional, 3.06 GHz / 2047 MB
The cpu usage of my friend's computer is always 100% for several months. The usage is always 100%, it never decreases. He has installed windows several times, format the whole hard disk but the was problem never gone. He even can't shut down his computer. When it shows "Windows is shutting down", the pc became hang. The pc still works. What's the problem with this computer ? Is it the processor problem ?
OS = Windows XP Professional Serice Pack 2
Cpu = Intel Celeron CPU 2.80 Ghz
Ram = 1gb ddr2 single channel at 200 mhz
Motherboard = Foxconn 45CMX/45GMX/45CMX-K
(Socket 775) Intel i945G Chipset
Graphics = Intel 82945G Express Chipset 128 MB
Hard Disk = 160 GB Samsung pata
Power Supply = ATX 450W

YOU MUST CLEAN YOUR PROCESSOR SURFACE AND
PAST A CREAM (AVAILABLE IN MARKET ) THIS MIGHT
WORK BCOZ THAT PROCESS COOL THE PROCESSOR...

he never cleaned the processor surface as well as there is no cream. i'll tell him about the cream. how to clean processor surface ?

It has nothing to do with "cream". Some program that's being installed is using the CPU. He *may* even be inadvertently installing a virus.

Tell him to press Ctrl+Alt+Del to bring up Task Manager, click on the Processes tab, then click on the top of the CPU column (right on 'CPU')...this will arrange all the processes in the order of CPU usage. He may have to click twice to bring the highest to the top of the column. Post back with the name of the process.

it can't be virus, because he format the whole hard disk, with new
partition. in task manager, the process System takes the 99%
all the time. he can't terminate this process.

who knows viruses can pop up instantly while brosing the web go to task manager and check the process that is using the most and post its name dont end it it might be a system DLL and can damage ur PC post the name or that process
