There would have to be a different tester for each socket type. The easiest way to test a CPU would be to bench test it in a motherboard. If the board posts, the CPU is good.

And for good reason. Such a device could be built, and with sufficient effort it could even support more than one socket type. But the cost would be so high that it would never sell. Motherboards are relatively cheap because they are sold in large numbers.

Aside from those used by the manufacturer on the production line there really is no such thing as a hardware based CPU tester. CPU testing is done with software in a working computer.

I am sure the fabricator DOES test the CPUs before packaging and shipping them. That is how they determine how many cores will be activated. Defects may force the CPU to be marketed as a lesser unit.

Beside that, IF there were a market and one of us knew HOW to build such a tester, why would we give it to you?

It's very easy. Just design a motherboard with sockets for every possible processor. Then design a series of software test suites that exercise every possible state of each processor; for completeness you will need to run these tests several times in different combinations and under all the environmental conditions that the processor is certified for.

Now, on a related topic, I want to design and build an automobile engine that runs on water. Can anyone help me?
