CPU speed after rebooting

Specs: Macintosh
I overclocked my CPU to 3.8Ghz. When I shutdown my
PC and turn it on after 10-20 Minutes, Windows 7 reports
that my CPU is running at 3.4GHz but my bios tells me
that it was running at 3.8Ghz. However if I restart the
machine, Windows then will report that the CPU is
running at 3.8Ghz.
Please advise.

what do you mean by "Macintosh"? I am running windows 7 64
bit Professional

What if you turn it on after 5-10Minutes ? Can you be more specific about the cpu ? Try a program like cpu-z or pcwizard and see if those programs do the same thing.

In the original post, under your name, what did you put?

"OS: Macintosh"

How was I or anyone else supposed to know that you're running Win7 64-bit? It's irrelavent anyway. How about listing your system specs in detail? We can only work with the info you provide. What is "Subcategory: Intel"? Do you have an Intel CPU? Is EIST (SpeedStep) enabled?

I have the following PC specs:
Windows 7 Professional 64 bit
Inel i7 860 (2.8Ghz) Over clocked to 3.8Ghz
2x Gskill DDR3 2GB 2000 (running at 725 MHz)
Intel X-25 SSD 2nd Gen (160 GB)
ATI Readon 3450
Crossair Power Supply (750 Watt)
MSI GD80 Motherboard with the following bios settings
version 1.5 (latest):

Intel CIE: Disabled
Intel EIST: Disabled
OC Genie: Disabled
CPU Base Frequency :181
CPU Ratio: 21
Memory Ratio: 4
Adjusted DRAM Frequency: 1448 MHz
Adjusted QPI Frequency: 6516 MHz
VDrop Control (LL Calibration): Low VDrop
CPU Voltage: 1.375
VTT Voltage: 1.335
DRAM Voltage: 1.650
Speed Spectrum: Disabled
QPI Ration: Auto

These settings yield to the following:
Current CPU Frequency: 3.80
Current DRAM Frequency: 1448 MHz
Current QPI Frequency: 6516 MHz

Note: I have also tried CPUZ, and it reports the speed is 3.4GHz.

I have also tried to leave it off for 5 minutes and turn back on. It still says the CPU speed is 3.4GHz. Basically, If I leave the computer off for more than five minutes and turn it back on, the cpu speed will change according to windows, but If restart right after, the cpu speed will turn back to normal.
