cpu getting slower

Specs: Windows XP, 1.6ghz/1.49gb
dell latitude d610, 1.6ghz, 1.49gb ram, 80gb h disk. recently the speed has gone down to 399mhz. no playing music,and videos .i checked on setup and the processor is using a minimum speed of 800mhz. ieven tried to format the harddisk and reinstall the operating system (xp sp2) but nothing improved. can someone help solve the problem?

What you're experiencing is normal. It's a power saving feature called Enhanced Intel SpeedStep technology (EIST), or just SpeedStep. The CPU speeds drops under light load, increases under heavy load. If it ran at full speed at all times, you'd have to charge the battery every 20-30 minutes.

In addition to the above correct answer I would suggest you install SP3. You need SP3 in order to obtain updates to WinXP.
