computer won't start! OC Gear light stays lit

Specs: Windows 7, Phenom II 955 BE/4096mb
I have a MSI 870A-G54, with a Phenom II 955 BE and 4 gigs of ram, along with a 8400gs. While booted in windows 7, I discovered the OC Gear button, and pressed it, and an LED lit up. When i shut down and tried restarting, it wouldn't start up, and the OC Gear LED wouldn't turn off, no matter how many times i pressed the button. Could someone explain what is happening?
