computer won't boot but fan runs and stops

Specs: Windows Vista, eMachines
After the screen kept flickering and the system froze, I did a cold shut down, waited a few seconds then tried to reboot but the fan would simply rev then stop but the system wouldn't reboot. The lights would flash on the keyboard and fan would rev and stop, rev and stop. I unplugged, waited 30mins then plugged it in again, but even without pressing the power button, the fan would just rev, then stop. What could be wrong?

emachines are known for their bad psu's if u upgraded ur video card lets say to a mid range power hungry card the psu will not handle it. the pc is and will not recieve enough power to turn on. list ur emachines specs

computers are a second home

Not so sure what you mean by "specs" but this info is listed on the cpu:
Windows Vista...
AMD Athlon LE-1620 Processor
NVIDIA Geforce 8200 Integrated

check the conections in cpu are very good condition, check ram are correctly install.

If you are hearing any Beep tone from the tower you may have bad memory (RAM). If you have more than one stick, try one at a time and see if it will boot.

You have to be a little bit crazy to keep you from going insane.
