Computer Upgrade. BIOS Not detecting My HDD

Specs: Windows XP, 1.98 MHz/1G
BIOS is not finding the hard drive or cd rom. I have plugged in a new HDD and CD ROM. I was thinking that I can run xp setup to install a new windows on the system. But when I plugged it in. BIOS is not detecting my HDD or My CD ROM. But when I turn on the PC it says hit F1 to continue or F2 to run setup. When I enter F2 it took me to BIOS setup. But its not detecting my HDD or CD ROM.

I would really appreciate if some one can help me deal with this issue.

If they are IDE drives, you have the master/slave jumpers set incorrectly. If they are SATA drives, they won't be recognized by XP without the the SATA drivers being installed.
