Depending on the app you use, it may be in a different folder. I know when I am looking for a file (photo or download), I have to check my internal partition "Download" folder, my external (SD Card) "Download" folder, or sometimes even on the root of either partition.

If you used a standard browser (Stock browser, Opera, Firefox, Chrome, etc), they all should have their own in-app download manager that lists the files you have downloaded. You should be able to open the file within the browser app; if you can't, then you know the file isn't downloaded.

Install Xender. It is a file sharing tool, but it also detects all the apks scattered in your memory card. By this you will be able to determine your exact location of download. If you coudnot find it, maybe its splitted into pieces while download (happens sometimes, happened with me.) In this case, copy all of the splitted files onto your PC and use JSplit on your PC to make them into a single file. If the file doesnt work on androidz rename it to anything.apk and try again. If it still fails, I'm sorry but you have to download the file again. Use UC Browser in future, it never damages downloads and stores downloads in the folder assigned by you! (default is sdcard/UCDownloads though).
Hope this helped :) any questions?

A good way to check if it actually did download and install is go back into the Play Store and look for the program again. If the app installed correctly, the Install button will have changed to an Open button. Press the Open button and see if the program works.
