why am I getting a reconditioned tablet ?

Specs: Windows XP
HP sent me a reconditioned tablet with 90 day war for replacement of the one I had that quit working. and why don't I get a new one like I bought? and why are they limiting the reconditioned one to 90 day warranty when my new one had a year warranty?

I wonder if that is a question that only HP can answer. It may well depend upon how old thr tablet that was replaced was.

How long did you own your tablet before you sent it in for repairs?

A refurbished unit is not necessarily a bad thing, here's why. When new units come off the assembly line, they may only test one out a hundred to see if they work. With a refurb unit, you will get a new case and most likely a new screen. Any parts that are used have been thoroughly repaired and tested.
