Solved What are "ALL" apps?

Specs: Linux
Android 4.4.2

Under Settings > Apps is a column labeled "ALL". It lists about 84 apps.
Where did this list come from? Why are these specific apps listed?

For comparison, there are 12 apps in the "DOWNLOADED" column, 6 in
the "RUNNING" column, and I moved 9 into the "DISABLED" column.

"All" refers to all installed applications, regardless of their status.
