With Android phones, is it still necessary to download an app to be notified of nearby wireless
networks? I read some old articles which state that even when you have wifi on, android does not notify you that there is a network(s) you can connect to. Is this still the case? Thank you.

It may be that you've somehow turned off notifications. Check this page (and "re-check" Network Notification instead of "uncheck"):

I didn't know the network notification option was available! Does your phone notify you and prompt you to login to a wireless network with this option turned on? Thanks.

Mine does, at least. It's a Samsung Galaxy S4 (upgraded from Android Kitkat to Lollipop---though that doesn't really matter). Networks that are "foreign" (aren't routinely connected-to) show up as available. Of course you have to connect and have the password for any new secured wireless network.

So it looks like if I have a Samsung Galaxy S5, I should have no trouble connecting to wireless networks? How about turning off apps updating in the background? Would I just go to Google Play and shut that off? Thank you!

"How about turning off apps updating in the background? Would I just go to Google Play and shut that off?"

Yes, but you'd have to shut off each one individually (actually you'd uncheck "automatically update"). You'd still get a nag once in a while that they need updating (one nag total, not each). Realize, also, that certain "factory apps" (those that came with the phone) may not allow you to disable updates on them.
