why do I keep getting this message when I am watching a movie through my android tv box "cache filled before reaching required amount

I don't know anything about this but just as an attempt to oil the gray cells it seems to me that something is stuck in the cache, therefore when it fills up the additional amount added is insufficient to work with. If you can see some way to reset your TV box (maybe even unplugging it for a while) to empty the cache then you might be OK again. Definitely wait for someone who knows about this sort of kit though.

Yes am running Kodi , what happens is the movie runs then stops to buffer and this message comes up we have the fastest and unlimited data plan from our provider.
