Someone migt be able to explain.

I have trying to download SUSE 9.3 iso and every ftp/http sites I have tried only allows me to download 184MB instead of the full 4gb?
I know i'm not limited by my ISP as I can download the other distro's (mandriva, fedora core etc..) full DVD iso with no problems
