my cd rom is broken for my dell latitude c640. And my computer wont boot up, is their anyway i can reformat my computer without the cd rom?

If that is a desktop why not replace the optical drive. You can get a DVD burner shipped for about $30/35 dollars. Try Newegg.com

tmlboy78, 'format' means wiping the disk clean.
Some people have the impression that 'reformat' means reinstalling the OS.

You have to boot from another media.

If your laptop supports it you can use a floppy, usb (flash, cdrom/dvdrom), pcmica(flash or cd/dvd) or network (pxe,ftp,http,sans) to boot to some OS.
Then you can load your xp from there.

It is not that easy (for most users) to try any of the above except the usb cd.

The usb cd is about the best way if your system supports it.

Otherwise you would need to remove the hard drive.

You may be able to fix it if you can get it booted. You may not need a system reload.

I read it wrong and answer it wrong too. So get off my case you peanut.
