Im wondering why im experiencing low FPS i have a custom rig and these are the specs

Intel P4 2.80Ghz Prescott Prosscessor
2 GB of PC3200 Dual Channel Mode Ram
ATi Radeon X1650 Pro (256 MB)
i think i have like a 500 watt thermaltank psu

thing is when im running a video stress test all on low for Counter strike source im getting average it says 25.45 +/- when i have it all the way up on max settings i get 23.09 fps ...is it because vista is causing this? what can i do to seek change in my setup? all advice will be accounted for and will be used - Thank you

I also want to mention i have already installed the new drivers for the vid card from the ATi website, and i have defraged both hard drives still nothing..

Well im not expert at Vista, but i'd say more RAM, maybe like a gig or two.
