    Elon Musk’s xAI received regulatory approval to construct a substantial natural gas power facility in Southaven, Mississippi, while facing significant opposition from local residents and civil rights organizations.

    On Tuesday, March 10, the Mississippi Department of Environmental Quality granted the permit authorizing 41 natural gas turbines. The approval went through MZX Tech LLC, a subsidiary of xAI.

    The facility will supply power to xAI’s adjacent data center operations. Two data centers, Colossus 1 and Colossus 2, already function in Memphis, Tennessee, located just beyond the state boundary.

    The Southern Environmental Law Center and the NAACP expressed strong opposition to the regulatory decision. According to these organizations, the permit breaches federal regulations and exposes area residents to harmful air pollutants.

    According to critics, xAI minimized projected pollution output from its turbine operations. Specific concerns focus on nitrogen oxides that form smog, formaldehyde emissions, and fine particulate matter released into the air.

    Additional criticisms centered on xAI’s alleged failure to conduct community engagement sessions and complete mandatory environmental assessments.

    The NAACP attempted to postpone the regulatory vote. The organization pointed out the hearing coincided with Mississippi’s 2026 primary Election Day and occurred in Jackson, approximately 200 miles from Southaven. The MDEQ rejected this postponement request.

    “We are outraged that, despite the community’s clear demand to move the Election Day hearing, MDEQ chose to bulldoze through a decision that silenced the very residents most harmed by it,” said Abre’ Conner, director of environmental and climate justice at the NAACP.

    Residents Report Ongoing Noise and Pollution

    Jason Haley, a Southaven resident present for Tuesday’s vote, expressed his disappointment with the outcome. He represents Safe & Sound, a local advocacy group working to compel xAI to address noise concerns.

    For several months, xAI has maintained operations of more than a dozen temporary turbines at the location. According to the company, these temporary units did not require federal permitting. Environmental compliance specialists challenged this interpretation.

    Research conducted by the University of Tennessee concluded that xAI’s previous turbine operations contributed to deteriorating air quality throughout the Greater Memphis region.

    Approximately 200 community members gathered at a February public hearing to voice opposition to xAI’s permit applications. Healthcare professionals, educators, and parents participated in the testimony.

    xAI’s Expansion Plans

    Following a February merger announcement, xAI became integrated with SpaceX. The unified organization achieved a $1.25 trillion valuation.

    In Southaven, xAI’s development plans include the Macrohardrr data center, which will occupy a previously used GXO Logistics warehouse facility.

    During a recent White House gathering, technology executives, including representatives from xAI, committed to non-binding agreements regarding self-powered facilities.

    Legal action against xAI will proceed from the NAACP, with representation provided by the Southern Environmental Law Center, challenging the company’s operation of natural gas turbines without obtaining federal permits.

    The MDEQ defended its decision, stating the approved permit “met all legal and technical requirements for issuance.”
