Most web pages on the internet are not optimized to use IE 6.x anymore
If you still have that version, I know from experience that trying to play most YouTube videos will cause an error in IE 6.x that requires it to close (update - even when you have installed the latest Flash Player version and have installed all Security and Critical updates for Windows, and SP3 updates). There is a SP2 update for IE 6.x, but it doesn't cure all the problems with IE 6.x on the internet, including the YouTube videos problem.
If you still have IE 6.x, you need to install a newer version of IE, preferably IE 8 - IE 7 is not well supported by web pages on the internet anymore either, and IE 9 probably still has more bugs than IE 8 does and isn't supported by some web pages yet.

The error mentioned above does not cause that (loss of the internet connection of the computer to the internet). You can start up IE 6.x again without needing to Restart Windows,
You must have another problem as well.
Do you have a DSL or ADSL internet connection ?
Are you connecting to the internet via a wireless network adapter ?
