xp wont start at all

i returned from holidays turned on my pc and got the message windows was unable to start properly please pick a program in which to start there was safe mode safe with command and so on no matter which one i click it starts to load and then this blue screen appears sayingb there is a hive file missing(system root/system32/security) it then starts dumping physical memory and restarts and exactley the same things happen again i have tried booting from xp disk but nothing happens please help i'm at a total loss
if you can get into safe mode, remove the video driver, reboot, windows should load and reinstall the video, if you get to windows, do a system restore,
