XP wont shut down or reboot!

Since i installed XP Home Edititon on my computer, it wont shut down or reboot, but it will go on standby. I have to hold the power button to turn it off, and then it runs through the disk checker when i boot again. How can i stop this, because its driving me frickin' crazy!!!!

I would run a virus scan on it, might have something preventing the shut down, also you can force a shutdown from the task mgr, kill the process svchost.exe till a rpc box pops up telling you its going to shut down in 60 seconds. but mostlikely a virus.

Its definitly not a virus anyway, beease i made a clean install, and it never shuts down at all. It says: "Logging off..." "Saving your settings..." "windows is shutting down..." and then it never goes any further.
Any other suggestions?
