XP won't shut down on first try

When I click on Shut Down Computer, I have to click on it again to shut it down. Windows XP home,Internet Explorer 6.0,Dell 1.6 GHz 20GB,256 RAM.

go to control panel >>
click on power option >>
click on APM >>
click enable advanced management support.
