xp wont recognize modem

I hate installing modems in xp!!! Why must it be so difficult!?
Anyway, i had this old Aopen FM56-RS internal modem (ISA) that installed fine on Win 98, it detected a new COM port and installed the drivers just fine. Now im trying to install it in xp. When windows xp loads it does not detect any new COM port or any new hardware. I have the drivers for it, but what good are they if it cant be detected. And ive tried more than one slot in the comp. Where do i go from here?
