xp won't power down

OS: win98/xp pro
CPU/Ram: 733/512mb

hi,

i've got a dual boot system. win98 will power off at shut down but not xp pro, it just display message "it's safe to shut you pc ..." after i click on shut down button. anyone have a fix on this ?
