Try this:

Press and hold CTRL+ALT+DEL twice when you are at the welcome screen and log in from there.

I tried but it doesnt do anything. Its like something is keeping the keyboard from working at the loggin screen.

Have you tried plugging the keyboard into another USB port? Also try it on another computer (as an alternative or if your keyboard has a PS/2 connector). If your computer has light indicators (for CAPS lock, Number Lock, etc...), check if they light up. If they don't, try using a different keyboard if you have a spare one lying around.

They do light up. The mouse works as well. But when i move the mouse over the box to type my password it turns into the hand with the finger out icon. Like im trying to click a link. It doesnt let the icon pop up that allows you to type.

Seems like the keyboard is fine. Try booting in to safe mode by holding down F8 when your computer is booting up to get into Safe Mode. When you see "Windows Advanced Options Menu", choose "Last Known Good Configuration". When that's done, reboot, and hopefully, it should work fine.
