I'm building a new PC with the following specs:
* ECS L4VXA2 MOBO
* Intel Celeron 2.4GHZ
* DDR2700 256MB RAM
* 10GB HDI finished a clean install of XP-PRO and prior to installing all the device drivers I shutdown the machine, so I can install it later. However, when I tried to turn the machine on, it will not turn on. Only after I turn the I/O switch of the power supply several times that I was able to power the machine back on. But now, it gave me this long beep and blank screen on the monitor.
I'm about to replace the power supply and see if this is what's causing it (hopefully). Someone also mentioned to me that perhaps I need to flash the bios of my MOBO.
I appreciate anyone's suggestions on this as I'm getting frustrated in building this PC.

DO NOT FLASH YOUR BIOS
take out the ram and put it in another slot first and see if that will work
did you check the motherboard jumper settings as well?? clear the cmos

if it give you beeps then its not the power supply issue
test everything, get another video card, another stick of ram and try it out

Sounds like you might have more than one concurrent problem. And flashing to BIOS is not a solution to anything that you describe. (You should flash the BIOS only when there is a CLEAR need to do so!) Having to flip the main on-off switch several times suggests either a bad switch, a bad power supply, or a problem with front case power connections to the motherboard. A single beep at bootup (and a blank screen) with most chip sets means a video problem -- often just that the card is not seated properly. But it all could be related to power supply.

I am suspecting that it could be problems with the switch. I may have not placed the connectors properly.
My tower might be causing the entire problem. I remember when I bought this tower and transferred all hardware from an old Dell machine and gave me the same problem.
Well since I was at the point of trying everything, I did flash my BIOS. I thought it would solve the problem, but it didn't. See, when I restart XP, there's no problem. When I shutdown XP and cold boot it after 5 minutes, it's OK. The problem happens when I shutdown for a long time (the following day), then the power button is ineffective.
Thanks for all of your suggestions, I'll try replacing my power supply and verify the connection switches and let you all know of the results.

I changed the PS and re-did the front panel's power/reset switches connectors. Now, on cold boot it gives me a long beep, but when I CLICK THE RESET BUTTON, it boots to XP with no problems.
Can you guys help me out as to what's wrong with what I did?
