Xp will not boot to windows

I have had to reinstall windows, as the old install started running very slow. I had checked for viruses, malware etc but found none. I thought it may have been a hardware problem but hdd and ram tests showed no problem. I have removed my graphics card and am now running via the on borad graphics. The problem is, even though the install went smoothly, now when it boots, i get as far as the message "windows is starting" and then it shows the usual xp desktop screen background but nothing else appears. No icons, taskbar, nothing. I can open task manager and enter explorer.exe at the command prompt but still it will not display the proper desktop screen. Any ideas???

Try this --- This page has alot of XP fixes http://www.kellys-korner-xp.com/xp_... Some require the download of a VBS file. So, read at the top of that page-- "How to use the VBS files"
Then go to line 195, then click item in right hand column.

It might be a bad install. I'd reinstall it again.
Summary: so the OS that won't boot up, is that the old one? or the new one from the recovery CDs? or neither? If the newly installed OS from the recovery CD will not boot into Windows then I would think that ...
