How
to Perform a Clean Boot in Windows XP

To help troubleshoot error messages or other
issues when you cannot determine the cause of
the issue, disable common startup programs,
settings, and drivers to eliminate possible
software conflicts when you start Microsoft
Windows XP. This procedure is known as
"clean booting."

Print the article for reference.
Report back with findings.

OR you could-
Go into Event Viewer then right click
each catagory (System, Security, and Application),
then click "Clear all events".
When Prompted to Save, do not save.
Then Restart computer, then go back into Event Viewer and look for events.

Maybe also the blank popup is caused by Windows having a damaged script DLL like in this-
Several dialog boxes are blank

Maybe also the blank popup is caused by Windows having a damaged script DLL like in this-
Method 1: Reregister Jscript.dll and Vbscript.dll

that didn't fix the problem everything is good but when i go to the second method

Method 2: Edit the registry
