its not a new tooltip, its a fix for an XP bug that makes the tooltips go behind the task bar instead of on top. many people have posted this problem on this very site.. well, finally here is a fast and quick fix.

Hey, don't be so harsh on XPuser. He's had every problem you can think of, or he wouldn't have been hanging out on this forum for so long!
What he meant to say was, "Please tell us what this fix can do that no other popular fix can do."
...and don't leave out the "popular."

i wasnt really trying to be 'harsh' i was simply explaining what this is used for. and.. i think i found a temporary fix for this problem, not really what i'd call a cure though. and i've never seen another programmed fix for this specific problem thats why i made this.

I haven't tried the fix but I do experience the problem intermittently. I wave over Start and the balloon is hiding behind the Start button. Same for waving over the system tray clock. The date is behind the task bar.
It is rather annoying when it happens.
I have corrected the problem by right clicking the taskbar, deselecting and reselecting Keep the taskbar on top. One time it fixed it and another time it did not.
It is not that big a problem just an annoyance that does not really need to be addressed at this point in time. It's not happening right now. Apparently rebooting resolves it too.
However, I have downloaded it and the source but do not see what it is or what it does. Can you tell me before I try it so I don't make something else go belly up?

simply makes the taskbar not on top, then restores it to on top. saves time of having to manually uncheck the box and recheck it, or restart.
