XP System service is at 90 to 100% cpu

I thought it might have been the svchost.exe, but it is the SYSTEM service taking up 90 to 100% CPU utilization at various times throughout the day. I also hear the hard drive at a high speed spin. This is extremely annoying and I would appreciate any feedback.
