xp start up problems

Specs: Windows xp (home edition service pack 2)
When I turn on my Toshiba laptop, desk top background comes up with no icons or task bar. It stays on for a few seconds, then goes to welcome window with user logon. I click on user logon desktop flashes on for a split second, then goes back to user logon screen saying user is logging off. It does the samething in safemode. In administrator it says that there are restrictions in the account that is preventing it from logging on. In user there is no password. How can I correct this. I got the computer second handed and it has worked fine for over a year. I have no xp home edition disk.

It will not let me create a new user. Is there anyway I can use the DOS prompt screen to get to the desktop?
