XP SP3 Start menu closes during reordering ic

Specs: Microsoft Windows XP Professional, 2.094 GHz / 2037 MB
On my PC, under XP SP3, Start (Classic version), Programs, when I “drag and drop” a folder or a link to a new position the window closes immediately after I release the mouse button, so I have to start all over again (Start/Programs/Folder etc) to reorder the next one. On my laptop, however, the Start Menu window stays open under the cursor after dragging and dropping. How can I get the PC's Start menu to stay open?

I know you can press the Shift key to keep the Start Menu window open to open more than one program at a time, but this doesn’t work for reordering.

Maybe work within Windows Explorer ???

The Start Menu a User sees comes from two folders:
C:\Documents and Settings\All Users\Start Menu\Programs
and
C:\Documents and Settings\username\Start Menu\Programs

Where username denotes your User Account configured on the computer.

Unfortunately, that doesn't help with reordering within a folder - but it's a great idea for moving between/into folders!
