xp setup cannot copy file

i have 98 installed and now installing xp on D drive, (After 1st restart) When copying files part arrived I get the following Error: Setup cannot copy the file: xxxxxxxxx.xxx To retry press enter... It goes on to say this on every file, actually setup does not even try to read CD ROM, i changed the CD ROM, changed a xp CD, it does not look for files in CD ROM after restart. XP CD is good 1, CD ROM is also fine.
if i skip file it goes on to give error on every file. any suggestions thanks in advance.
