My computer crashed so I had to reinstall windows xp. When I try to install XP service pack 3 I get the error "an internal error occurred." So, I tried to install service pack 2, same error.

Have you tried the update windows option and using the express option. This will take a look at you system and install any missing files needed before installing sp2 or sp3
If you have sp1 on the machine you need other files before you install sp2 then more files before you install sp3.
