Comment:
I have to allow another person to use my computer(reluctantly), and I would like to completely disable him from using most anything. Is there a way to disallow access to everything but to let him run a few programs such as MS Office, Messenger, Games, etc, but he can't access anything except what is in his folder? If there is a program to help me, please let me know, thanks.

All you have to do is enable the GUEST User Account, and let him use that. Does exactly what you describe above.

With a bit of work you could go through your drive and make all your folders private, leaving his as shared.
What you want is a Security Template, look in Windows help for more info.
