I want to keep this brief - I have Windows XP. The System Restore & System Recovery options have been completely deleted. I am not able to do any type of Non-Deconstructive or Deconstructive Restore Operation. If I purchase the Windows XP Home Edition Pack (With CD-Rom), can I rectify the problem? Will Re-installing XP over the corrupted XP overwrite the original files, and re-add the destroyed files??
you will need to use the repair console. you get to the console by booting with the xp cd.

Sounds like you used a warez copy of Windows XP or got it at some swap shop. Restore should not be an easy thing to remove. Nearly impossible, just try the little messenger thing sometime!
Getting a good CD of XP and boot with it. Go past the first screen where it asks if you want to do a repair and then wait until it "finds" a XP copy" on your hard drive and then gives you the option to repair or install a fresh copy.. choose repair.
