XP resets when installing

I'm trying to upgrade a friend's laptop from Windows ME to Windows XP. When using the disk to install, It starts up at the white screen where is asks "Install windows xp". After I go through the agreements and install choice, and start to enter in the licence key, it will revert back to the white "Install windows xp" screen for no reason. This has happened quite a few times now. When I try to boot into safe mode it won't load the drivers for the cd-rom drive.
I made a bootable disk as well, but it tells me it can't install from DOS. Any suggestions?

is win me updated
lots of people face prob upgrading i recommed a clean install
if u can afford a clean install then use the files and settings transfer wizard to save your settings and then do a clean install.

Am having identical problem with CLEAN install on freshly formatted partitions and drive. The point of freeze-up or looping back is random, all the way from about one minute into install to a Safe Mode startup!
